June 27, 2019: Senator Bill Dodd introduces SCA 6, a measure that would legalize and regulate sports betting in California. Voters strongly opposed Proposals 26 and 27, but that doesn`t end the California sports betting debate. Election officials are thinking about next steps. Cardrooms — companies across the state that offer a limited selection of betting card games — are pleased with the outcome. They opposed the personal sports betting measure because it included a provision that allowed individuals to sue to enforce gambling laws — something they feared tribes would file costly lawsuits against them. During the campaign, support eroded and opposition increased significantly. In early November, 53% of likely voters said they would oppose the head-to-head betting measure, and 64% said they would oppose the online betting measure. In general, support for initiatives tends to decrease in the run-up to elections. The California Solutions to Homelessness and Mental Health Support Act, or Proposition 27, aims to legalize online betting nationwide and is backed by seven of the nation`s largest sports betting — Bally`s, BetMGM, DraftKings, FanDuel, Penn National/Barstool Sportsbook, WynnBET, and Fanatics (which are reportedly close to a takeover). The initiative promises to allocate 85% of sports betting tax revenue to a new fund for homelessness and mental health. The law is intended to complement the tribal proposal, as any launch of online sports betting in California will have to work with a tribal casino. In late August, gaming industry research firm Eilers & Krejcik published a report suggesting that both initiatives had less than a 50 percent chance of success. Meanwhile, just weeks before the vote, electoral groups representing the various sides of the debate spent more than $370 million on advertising in support of their respective positions. The first step has already been taken, as Californians can vote on two possible sports betting initiatives in November. The proposal, which reached mainstream media on the same day that 43 tribes voiced concerns about previous proposals from commercial operators and local card rooms, called for nationwide mobile games with the caveat that all users would have to register in person. It even offered a possible launch date of September 1, 2023 and would allow both retail sports betting and the addition of multiple table games in state-owned casinos.
